A network operating independently from other networks, including the internet, enabling actors on the NCS to do cost effective cross company collaboration without having to establish multiple point-to-point connections

Has a track record of performance since 1998. Today, more than 140 registered companies are using the SOIL network for collaboration. 

Due to increasing comments and inputs from core stakeholders, raising questions about SOIL’s relevance and value, it has been decided that the SOIL Business Case should be re-evaluated. The Business Case was concluded in 2019, with the following recommendations: 

  • Most of the stakeholders’ opinion was that SOIL is not needed as a complementary service to the internet
  • The Business Case was not able to identify a clear benefit supporting further delivery of the service

SOIL – End of life postponed until 30 October 2022

NOTE!!!

Many of our key stakeholders are struggling to meet the original end of life date set to 30 June 2022. As a result of this the end of life date has been postponed to 30 October 2022.

Due to increasing comments and inputs from core stakeholders, raising questions about SOIL’s relevance and value, it was in 2018, in cooperation with the SOIL Reference Group, decided that the SOIL Business Case should be re-evaluated, with input from key stakeholders.

The Business Case was concluded in 2019 with the following recommendations:

  • The majority of stakeholders’ opinion was that SOIL is not needed as a complementary service to Internet
  • The Business Case was not able to identify a clear benefit supporting further delivery of the service

SOIL end of life by end of Q2 2022 was presented to Digital Forum in May 2020, and the plan was unanimously approved.

What do you need to do now?

  • Analyze your company’s current SOIL usage and create plan to phase-out SOIL by 30 October 2022
  • Terminate your SOIL agreement with your SOIL Service Provider (SSP) to be aligned with your phase-out plan

SOIL Access Policy

Access policy

Operators

Participants which are operators on the NCS, and appearing on the Norwegian Petroleums Directorate’s Fact Pages will be granted access at a capacity of up to 10 GB per second if correspondingly equipped, through agreement with SSP(s). Offshore Norge reserves the rights to assign a lower capacity to any operator for whom such lower capacity covers its anticipated reasonable requirement.  

Non-operating license partners

Participants which are partners in at least one Norwegian production license for petroleum, and appearing on Norwegian Petroleum Directorate’s Fact Pages will be granted access to SOIL at a capacity of up to 1 Giga bit per second. Offshore Norge reserves the right to grant access at another capacity with due consideration to the Participant’s and anticipated requirements.  

Suppliers and institutions

Participants which have a relevant business relationship with an operator on the NCS may be granted access to SOIL. Access for such Participants will require an endorsement from at least one operator on the NCS, and a positive assessment by Offshore Norge of the Participant’s relevance and suitability for SOIL access. Participants in this category will be required to provide information on the nature and duration of their business engagement, which justify their participation in SOIL, and to periodically update or reconfirm such information. Participants in this category will generally be granted access at a capacity of up to 1 Giga bit per second. Offshore Norge reserves the right to grant access at another capacity with due consideration to the Participant’s SSP agreement and anticipated requirements.
